This book offers a critical examination of Nepal's bilateral water resource agreements-beginning with the British Indian government and later the Republic of India-as well as accords with Indian companies. Drawing on financial engineering, managerial economics, and international legal perspectives, it evaluates the economic costs and benefits to Nepal, including both positive and negative externalities.
It delves into landmark treaties such as Sharda, Koshi, Gandaki, and Mahakali; agreements with Indian companies for export-oriented projects like Arun-3, Upper Karnali, and West Seti; and transboundary projects in the pipeline like the Sapta Koshi High Dam, Karnali Chisapani, and Budhi Gandaki. The book also scrutinizes Nepal's transmission system development plan, including the MCC's electricity transmission project.

RATNA SANSAR SHRESTHA passed the CPA exam in Massachusetts, USA (1984), holds Master's Commerce (1973) and Bachelor's Law (1974) degrees from Tribhuvan University, Kathmandu, and is a Fellow of the Institute of Chartered Accountants of Nepal (1997) and accredited as an advocate by the Nepal Bar Council (1990).
He has served on the Water Tariff Fixation Commission (2007-2011), and the boards of Nepal Electricity Authority (2002-2004), Everest Bank Ltd. (2006-2010), Butwal Power Company (2001-2015), and Nepal Hydro & Electric Ltd. (2011-2021), where he was Chairperson during 2018-2021.
Mr. Shrestha has taught at Kathmandu University School of Engineering's international Master of Engineering program (2005-2012), Kathmandu University School of Manage- ment (1997-1999), and Tribhuvan University (1974-1984)
Mr. Shrestha has also worked widely as an internation- al consultant. For ADB, he was financial specialist for the Power System Reliability Strengthening Project in Sri Lanka (2018-2020) and legal specialist for the Energy Efficiency Policy and Regulatory Project in Nepal, Bhutan, and Sri Lanka (2013-2014). He contributed to studies on private sector hydropower in Afghanistan (2007, 2013), supported hydropower development in Pakistan including the establishment of the SAARC Energy Center (2006-2009), and worked as ADB's national technical expert in Nepal on renewable energy, efficiency, and greenhouse gas abatement (2003-2005).
Earlier, with Himal Power Limited (1994-1998), he was part of the team that implemented the 60 MW Khimti Hydropow- er Project, the first privately financed hydropower project with foreign investment in Nepal.
